Overview

Oklahoma commissions notaries public for a four-year term. Remote online notarization is a later written authorization under the Oklahoma Remote Notary Act. You must already hold a current commission and an approved $10,000 notarial bond, then file the Remote Online Notarization application online. The SOS does not require a second RON bond.

Use this page as a checklist of where to go and what to complete. Follow the Secretary of State’s current instructions if anything here differs from the official site.

Who Can Apply

To be commissioned as an Oklahoma notary public, you must meet all of the following:

Age, language, and Oklahoma connection

Be at least 18, able to read and write English, and a legal resident of Oklahoma or employed within Oklahoma. You may not have been convicted of a felony (Notary FAQ).

$10,000 bond before you act

File a $10,000 surety bond covering the same dates as the commission, plus the bond filing fee. You may not perform any notarial act until the bond, official seal, oath of office, and loyalty oath are received and approved (Remote Online Notary Information).

National criminal history record check

Effective January 1, 2026, new and renewal applicants must complete a national criminal history record check after the application is submitted. The SOS holds the application until the check is complete; allow 2 to 4 weeks (Notary FAQ).

Start Here: Commission and Bond, Then RON Authorization

File the four-year commission first, then the bond. Only then file the Remote Online Notarization application. RON filings are online only.

Part 1: Traditional Oklahoma Notary Commission

Skip this section if you already hold an unexpired Oklahoma notary public commission and an approved bond on file. You cannot obtain RON written authorization until both are in place.

Complete traditional notary education

Not listed on the official SOS notary pages as a required pre-commission course or statewide exam.

Obtain a $10,000 surety bond

The bond must be written for exactly the same period as the commission. File it with the SOS and pay the bond filing fee. The SOS provides a blank bond form. You may use a bonding company or individual sureties who are property owners in your county of residence (or county of employment if you are a non-resident) (Notary FAQ).

Submit the traditional application

File online, by mail, or in person on notary online filing. The Notary FAQ, Business Forms fee table, and Secretary of State Fees list the new-commission fee as $50 and renewal as $45. The notary home-page statutory table still shows $25 new / $20 renewal. Confirm the amount in the online cart before you pay. After January 1, 2026, complete the national criminal history record check when the SOS emails directions.

Obtain a seal and wait for SOS approval before you act

Every notary must obtain a seal with “State of Oklahoma,” “Notary Public,” and the notary’s name. The SOS does not sell seals. Do not perform any notarial act until the bond, seal, oath of office, and loyalty oath are approved.

Part 2: Online (RON) Commission

RON authorization lasts only through the end of the current four-year commission. Renewing the traditional commission does not renew RON. File a new RON application each term. There is no extra RON bond.

Have these ready

X.509 digital certificate

Contract with a remote-notarization technology vendor that can support credential analysis, identity proofing, an electronic seal, and the audio-visual recording Oklahoma requires. The SOS does not publish an approved-vendor list on the RON FAQ. Name the vendor on the RON application.

Electronic seal image

The electronic seal must substantially conform to: your name exactly as commissioned; “State of Oklahoma”; “Notary Public”; commission number; and commission expiration date, in a rectangular or circular seal.

Identity proofing capability

If you do not have personal knowledge or a credible-witness oath, verify identity through multi-factor authentication (credential analysis and identity proofing) as OAC 655:25-11-5 describes. Use the technology named on your RON application.

Electronic journal and recording

Keep a tamper-evident electronic journal. Retain the journal at least ten years after the last act chronicled. Retain the audio-visual recording at least ten years after it is made.

Start the online commission application

File the Remote Online Notarization application on notary online filing only after the traditional commission and bond are approved. Applications for RON authorization may be filed online only.

Sign with a digital certificate

Complete certificate and platform setup with the vendor you name on the application. The SOS filing fee is separate from vendor charges.

Upload your electronic seal

Not applicable as a separate SOS seal-upload portal beyond the RON application. Configure the electronic seal with your vendor so it matches 49 O.S. § 202(5).

Pay and submit

The SOS RON filing fee is $25. Wait for written authorization before the first remote session. To change vendors later, file a Notary Information Update with the new vendor’s name, address, and website—no fee.

After You Are Commissioned

Where you must be

Perform remote online notarizations only under current SOS written authorization. Confirm current location rules in Title 49 and OAC 655:25 before you rely on a third-party summary.

Keep certificate and seal current

Refile RON authorization each four-year term. Keep the $10,000 traditional bond current. Notify the SOS of an address change within 30 days. Vendor changes use Notary Information Updates at no fee.

Do not perform a remote online notarization until the Secretary of State has issued written authorization for the current commission term.

Fees Listed by the Secretary of State

The Notary FAQ, Business Forms fee table, and Secretary of State Fees list $50 new, $45 renewal, and $25 bond filing. The notary home-page table still shows statutory $25 / $20 / $10. The RON FAQ still quotes those older commission and bond-filing amounts in its steps. Confirm the amount in the notary online filing cart before you pay. Bond premiums and platform fees are extra.

Common Questions

Q: Can I apply for the online commission first?

A: No. You must already be commissioned as an Oklahoma notary public and have an approved bond on file before you file the Remote Online Notarization application.

Q: Does Oklahoma approve a list of RON platforms?

A: The RON FAQ does not publish an approved-vendor list. You name the technology vendor on the RON application and file a no-fee Notary Information Update if you change vendors.
